Educated at Trinity College of Music in London and the Philadelphia Musical Academy, she was an active member of Philadelphia\u2019s professional music community for 23 years, including serving as principal flutist with the Philadelphia-based chamber-new music ensemble, <a href=\"http:\/\/www.relache.org\">Rel\u00e2che<\/a>. During that time, the ensemble recorded extensively and presented concerts across the United States, Europe, Japan and Latin America. As a member of the Relache Ensemble, she also worked as an administrator managing a program named \u201cNew Music in the Schools,\u201d that helped broaden an awareness for contemporary music practices throughout the Philadelphia and surrounding communities. Between 1986 and 1987 she assisted with the production of <a href=\"https:\/\/en.wikipedia.org\/wiki\/New_Music_America\">New Music America<\/a> 1987 \u2013 Philadelphia and in 1995 \u2013 2002 she assisted in the planning and implementation of a national initiative named \u201cMusic in Motion\u201d whose mission was to expand the audiences for contemporary music in five U.S. cities through active residencies with five performing ensembles and 34 composers. Concurrently, she served as executive director for a community music school in Media, PA. Upon moving to Montana in 1999, she served for three years as Director of Programs for the <a href=\"https:\/\/art.mt.gov\">Montana Arts Council<\/a> and was principal flutist for the Helena Symphony Orchestra. From 2001 \u2013 2004 she served as Louisiana\u2019s Assistant Secretary for Cultural Development and Historic Preservation. There she administered the divisions of the Arts, Archeoology and Historic Preservation including the Main Street Program.  She now lives in Corrales, New Mexico with her husband, Joseph Franklin. She recently retired from <a href=\"https:\/\/www.newmexicopbs.org\">KNME New Mexico PBS<\/a> where she served for more than 14 years.<\/p>\n<p>As Education and Outreach Manager for KNME- New Mexico PBS, Laurel oversaw the station\u2019s community engagement activities. Projects included the <a href=\"https:\/\/www.newmexicopbs.org\/community\/readytolearn\/\">PBS Kids Ready to Learn Service<\/a>, which provides support for childcare professionals, early childhood educators and parents,K-12 teacher professional development; <a href=\"https:\/\/nm.pbslearningmedia.org\/grades\/middle-school\/\">PBS Learning Media<\/a>; <a href=\"https:\/\/www.newmexicopbs.org\/community\/science-central\/\">Science Caf\u00e9<\/a> and Indie <a href=\"http:\/\/www.pbs.org\/independentlens\/indie-lens-pop-up\/\">Lens Pop Up<\/a> screening events.
